Page: Issue - Powers of the Commissioner
1. Proposal A. - Option 1 - Install an Independent Commissioner to help run the league. The “New” Commissioner will be completely impartial to rule on league matters since the “new” Commissioner is not a league owner. The “New” Commissioner will approve all trades, resolve disputes and approve all new rules. The “New” Commissioner gets one vote for league wide votes. If Option 1 passes Keith Shaw will be elected as the new Commissioner of the NAFL. Kevin Shaw will remain as Secretary / Treasurer and run the league, statistics and the NAFL Website. As League Secretary / Treasurer, Kevin will also get one vote for league wide votes. Option 2 - Give the current Commissioner additional powers and compensation for his duties. 1) Give the current Commissioner, Kevin Shaw the ability to fine owners who do not act in a professional manner. If the Commissioner feels that an owner is not acting appropriately the Commissioner will have the ability to fine the owner. Fines could range from a warning, to losing transactions, to losing draft picks, or a simple monetary fine. Any monetary fines would go into the playoff pool and be re-distributed at the end of the year based on league finish. If passed, the Commissioner would have to publish a fine listing or schedule before draft day so all owners are aware of them. 2) League owners agree to compensate the Commissioner for his duties by paying a part of the League Fees of Commissioner/Owner. Each team will put in an additional $5.00 a year (for a total $60). The Commissioner will receive $34 to help pay a part of the Commissioner’s entry fee for the year. The remaining $26 will be put into the weekly pool to where the 6th highest score for the week will receive $2.

Page: Issue – Franchise Player Valuation
2. Proposal B – Compensatory Draft Picks When a franchise player is released after three years on the August 1st deadline and put back into the draft pool, the league will give the losing franchise a compensatory 8th round draft pick. The draft pick will be after all teams draft in the 8th round. Rule will be effective immediately.

Page: Issue – Number of Franchises
3. Proposal C – Amend Number of Franchises Keep the existing number of league franchises at 12 teams and keep the league fees at $115 a year (to compensate for the loss of the two franchises). Amend prize money to reflect new fees. Along with keeping the 12 team format the league will go back to the three division structure (American, National and Continental) with four teams in each division.

Page: Issue – Change in NFL Injured Reserve Rules
4. Proposal D – Amend NAFL Injured Reserve rules Change the status of a player on Injured Reserve to OUT only. Owners would be allowed to update during the week without commissioner approval. Commissioner checks the IR on Sunday's before the start of the games if player is not out, the league drops the player automatically.

5. Proposal E – Amend Roster size and Number of QB's during bye weeks Option 1 – Amend Roster Sizes Since fewer players are eligible to be on injured reserve, allow franchises to have one extra player during Weeks 4 - 10 (Bye Weeks) to the roster thereby increasing the Roster size to 14 players helping owners deal with the bye weeks and injuries. Option 2 - Amend number of QB’s allowed during bye weeks Since fewer players are eligible to be on injured reserve, allow franchises to be able to have three QB’s during Weeks 4 - 10 (Bye Weeks) on the roster. Thereby increasing the number of QB’s a team can have during those weeks helping owners deal with the bye weeks and injuries.

6. Proposal F – Establish an Automatic Waiver Wire process to pick-up Free Agents Change the process to pick-up free agent players during the week. In order to provide an equal opportunity for all teams to add players to their roster, a waiver wire process can be implemented. Teams request to add free agents to their rosters are not executed immediately, but are put in a pending status. This allows multiple teams to request the same players. Then once a week on Wednesday Night, a waiver process will be run, executing the pending requests in a waiver rank order. Requests can be made from 7am EST or 4 am PST on Tuesday until 11pm EST or 8 pm PST on Wednesday when the waiver process is run. During a waiver process, pending transactions are automatically processed in an order determined by each team’s waiver rank. The team with the highest waiver rank will get its first requested player. If that teams highest pending transaction can’t be executed because another team as the requested player, the transaction gets deleted and the teams next transaction, if one exists, is then executed. When a team gets a requested player, the team’s waiver rank is dropped to the end and every other team moves up one and the process is continued. If a team doesn’t have any pending transactions because all players requested were taken by other teams, or the owner simply didn’t request any players, the team’s turn is skipped. The waiver rank is based on the reverse order of the standings (the criteria for this is determined by the commissioner). The waiver rank is reset each week based on the latest reverse order of the standings. After the waiver process is run, Starting at 7 am EST or 4 am PST on Thursday owners will be allowed to select free agents on a first-come, first-serve basis. All transactions still have to abide by league rules and can be overturned by the Commissioner. Example: Let’s say you wanted to pick-up a QB for this week, so you selected three different QB’s on the Waiver Request screen. Unfortunately, after the waiver process is run, you find out all three of the QB’s you requested were selected before your turn came up. But since you are allowed by the new process free agent pickups are on a first-come, first-served bases after the waiver process runs, you simply go to the Add/Drop Players screen and select a QB from the remaining free agents.

7. Proposal G – Eliminate the two-week - North American Bowl (NAFL Championship Week) Eliminate the current playoff structure to have the NAFL Championship (NAFL Bowl) game and remaining playoff games be played over a two-week period (weeks 16 – 17). Total points awarded over the two-week period would be the total score of the game. Revert back to playoffs starting on Week 14 and ending week 17 making a one week NAFL Championship Week.
